General Pitt Rivers holds that it does not come within the province of the duties of the Inspector of Ancient Monuments to make a preliminary survey in order to ascertain what antiquities exist in any part of the country, and which of them it would be desirable to place under the Act. This must be done by private enterprise, and is one of the raisons d'étre of the local committees.
