Publisher's Synopsis

This book distinguishes between the situation in the labour market and the utilization of the employed labour force in the Soviet Union.;The author contends that whereas market capitalism is prone to more visible open unemployment, command socialism is prone to the less visible hidden unemployment.;An examination of the Soviet case shows that since the abolition of open registered unemployment in 1930 and the introduction of command socialism, the Soviet economy has suffered from chronic and general overmanning. Added to this is the noticeable growing underutilization of educational qualifications.
