Commissioner of Educa tion in his report for 1890 says' It is in this matter of arrest of development, produced by two much emphasis on memory studies or mechanical drill work in the elementary and secondary courses of study, that we have most to learn; in fact, the directors of education in all nations have most to learn in this field.
