This volume, co-published with the American Water Resources Association, is a collection of more than 20 papers originally presented at the National Forum on Water Management Policy in Washington, D.C., in the summer of 1992. Geographers, political scientists, historians, engineers, hydrologists, and economists present their views here on some of the most pressing questions regarding water resources that face the U.S. politicians and planners.
