Prometteva, fra gli altri capitoli, parecchi capitali di benefizz'o sulle mercatanzz'e che sarebbero spedite la coltivazione di vasti terreni che diceva possedere in quelle isole, il monopolio del legno di Sandalo, principal fonte di ricchezza.
