Excerpt from Venereal Disease: In the American Expeditionary Forces
The facts set forth in chapter No. XXIII represent only the violation of orders in a small section and should not be taken in any sense as a criticism of the army as a whole, nor should they re?ect in the least degree on the leadership of General Pershing. He was always personally most vigilant in safeguarding the phys ical and moral welfare of the American Expeditionary Forces, and he took infinite pains to see that proper measures were carried out. In such a large army there will always be found some irregularities but in the management of affairs as a whole only praise should be given the staff and other high ranking officers.
In presenting this record I am simply trying to tell the whole story of the control of venereal disease in France, but I hasten to add that it does not infer really reprehensible conduct on the part of the officers. Rather was it due to an honest belief that our attempted suppression of prostitution was impracticable and would not result in good.
