Although present in some form in all periods of industrial and social development, the problem of unemployment has come to be emphasized in modern times because of its scope and because of the seriousness and far reaching character of its effects. It is found in all industrial nations, not only in the cyclically recurring periods of economic depression, but even in times of normal business activity. It is always of sufficient importance to constitute a problem provocative Of efforts toward relief and prevention.
