Illustratively, it might start with banning the export of the most sophisticated systems into certain regions - systems such as stealth aircraft, surface-to-surface missiles, long-range cruise missiles, space-based real-time targeting systems. Following agreement on these sorts of very advanced systems, international talks might then move on to consider limits on progressively less sophisticated weapons and subsystems.
But these efforts have to begin somewhere, and it strikes me that while these systems do not exist in regions like the Middle East, now is the time to think about getting international agreement to kee them out.
