Excerpt from Twenty-First Annual Report of the Massachusetts Highway Commission, for the Fiscal Year Ending November 30, 1913: January, 1914
In the year 1907 the commission received a very large number of protests against existing telephone rates and charges, of dis crimination and inequality of the rates, and complaints of the service, particularly on the multi-pa'rty lines. As a result of these complaints many largely attended hearings were held, and it was decided that a thorough investigation and an inventory of the property of the company should be made.
