And whatever power regulates the confe quences of all aetions, mu? be able at one view to comprehend all the combinations of all human aetions in all ages: that is, mu? be infinite or God. The joint refult from all human aetions is what is called the Moral Government of the World. God therefore is the Moral Governor of the World, without any infringement on the freedom of Moral Agents.
