Sample counts of visitors were made to bracket the randomly selected on - the-hour times. Or example, if it would have taken approximately 20 minutes to count the people present at $00 on August 3, the count would have been started at 1250 and continued until approximately 10. Counts could extend as much as 45 minutes on each side of the scheduled hour, all-owing 1 to 1% hours per count.
