This work examines Western European policies on the basis of two premises - analytic and normative. NATO is viewed as being under substantial internal strain due to largely uncertain alliance reactions to the unprecedented radical actions by Gorbachev. The study consists of a brief introduction, seven chapters on major NATO nations and regions, and a final chapter on the implications of the material in the previous ones for Europe's security future in general and for US policy towards Europe in particular.
