The honorary secretary read the draft of the by-laws as prepared by the Council, and respecting which opinion of Counsel had been received - that they were in accordance with the Charter. Of the Institution. Having stated that a. Copy of the draft by-laws had' been sent to each Mem ber resident in the United Kingdom, the President enquired if the meeting required any explanation, and in the dis cussion which ensued Messrs. A. D. Price, G. M. Ross, J. Bilion, F. D. Fletcher, and J. H. Moore took part.
