This book provides a detailed examination of how sustainability has been interpreted in transport and environmental policy at a European, national and local level. The approaches of Britain and The Netherlands are compared within the context of the European union. Case studies of transport corridors are used to discover the extent to which differences in national policy influences the sustainability of transport planning in practice. The book highlights the conflicts and contradictions which continue to exist in European and British transport environmental policy. It assesses the rhetoric of Dutch policy and the extent to which environmental objectives and targets are being implemented in practice. The limitations of project environmental impact assessment (EIA) are outlined. The advantages of implementing a strategic environmental assessment (SEA) of transport policies, programmes and plans are discussed. The book concludes by outlining an environment-based approach for transport planning.
