Excerpt from Thirty-Fourth Annual Report of the Commissioners for the Queen Victoria Niagara Falls Park, 1919
Dear sir, - In view Of certain matters which have recently been submitted to the Queen Victoria Niagara Falls Park Commissioners, relative to the use of Niagara River waters for power purposes, it has been found necessary to fix, in the case of each of the Power Companies now operating within the limits of the Park, a specific portion of the total volume which is available for diversion in Ontario under Article V of the Boundary Waters Treaty between Great Britain and the United States.
This matter has received careful consideration, and in the case of your Company It has been determined that, for the time being, a continuous uniform diversion of cubic feet per second of diverted water shall be deemed sufficient. For the efficient and proper development of electrical horse-power by your Company.
Representatives of your Company will be given an opportunity to be heard with regard to the measurement. Of the water above referred to in the Board Room of the Toronto General Trusts Corporation on Monday the loth instant at 11 am.
