The work of public benevolence and social protection should be divorced, as far as possible, from mere senti mentality, and prosecuted with that philosophic considera tion and that regard for the material interests of those who are to bear its burdens which are applied to other functions of government. There is no valid reason why a ward of the state, whether he become so by reason of misfortune or of crime. Should be regarded with a refinement of tender ness which is at variance with the dictates of social pru dence and even the maxims of common sense. Such tender ness is not real benevolence, or practical wisdom, and is an injury to the cause which it is mistakenly supposed to pro mote.
