Development of housing and communal services and their infrastructure directly affects the vital interests of the entire population and therefore should be included among the priority tasks of the Republic of Azerbaijan. The urgency of the problem is to create necessary conditions for competitiveness of small and medium enterprises and households, to eliminate monopolization of state bodies, to improve the legislative base, financial support and improvement of prices and tariffs for products and services of this sphere.
