Other critics have raised concerns about access to the wto and the transparency of the dispute settlement process. I share these concerns and I have made it quite clear that we will insist that the wto develop rules of procedure for all of its bodies, including the various councils and committees, that provide real access to the public and transparency.
The dispute settlement process should be transparent and there should be the opportunity for the public to participate through written submissions and other means. These proceedings themselves should be open to the public.
