This study is an in-depth analysis of the interactions between the U.S. and Japanese governments concerning their S&T relations. It depicts the collisions, rivalries, outright distrust, suspicions and cooperation among the officials inside the U.S. government when it was formulating an S&T policy vis-à-vis Japan and the bilateral negotiations leading to the conclusion of this agreement in 1988 and the subsequent implementation, renewal in 1993 and again in 1999.
