Your Council is of the opinion that an annual tour of the branches by the Secretary would be most valuable in strengthening the bonds between headquarters and branches, kindling active interest in the Institute, and thereby increasing membership. There is, unfortunately, no guarantee that this trip can be carried out each year until the annual revenue of the Institute is considerably improved.
