North Carolina is, therefore, not alone in her effort to bring forth a more effective and just system of taxation without the power to classify taxables or to separate the sources of revenue. She is, in fact, in the company of a large majority of her sisters. Some of these sisters have done remarkable things for taxation reform, though they have constitutions similar to that of North Carolina. West Virginia, Kansas, and Wiscon sin have each done distinctive things in the way of reform, and neither one has the power to classify property or to separate the sources of revenue.
