The Social Security Advisory Committee has always stressed the importance of an adequate budget being allocated to the Social Fund but in this report they point out that increasing the budget - while desirable - would only be an interim solution to its present problems. They propose a new structure for the fund and their detailed recommendations aim, among other benefits, to remove the element of chance which currently prevails and can make claimants dependent on the time of year they make their claim or the area they live in.
