This text, written in non-technical terms, offers an introduction to the history behind the EC liberalization of public procurement since the 1950s and goes on to explain the reasons for the quickening of deregulation and liberalization in the 1980s and to outline the workings of the Single Market rules which will come into operation after 1992.;Separate chapters detail the Directives and the new rules for public supply, public works, the utilities sector, public services and remedies and enforcements.
