Since 1981 local authorities have not had to seek permission from the Secretary of State for the Environment to be able to sell their housing stock to the private sector. Private purchasers have bought large amounts of council housing in order to refurbish them and sell them on. By 1986 there were 40 of these "disposal schemes".;This report describes the findings of a project commissioned by the Department of the Environment into a sample of 15 such schemes.;Interviews were held with both the new occupants of the privatised housing estates, and those who had moved away because of the sale - labelled as "decanted" tenants. The report looks at the general social characteristics of old and new occupants, at what housing they were previously used to, why they moved in or out, whether they liked where they were currently living, and what they have planned for the future. Will they move on to new homes or will they stay and build a community on the estates?
