It is a curious incident of the civil war in this country which took place some thirty years ago that the President of the United States Abraham Lincoln, was the first to recognize a state of pub lic war, and it was held by the Supreme Court of the United States in the Prize Cases, reported in 2 Black, that the recognition made by him by a proclamation of blockade was in the line of humanity.
