Jvz'nl/z.-to restrain, regulate or prohibit the running at large 'of cattle, horses or other animals, or the driving or herding the same upon the public highways, or alleys, or lands in said town, and to authorize the distraining, impounding and sale of the same, for the penalty incurred, and the costs of proceedings, and also to impose penalties on the owners, drivers or herdsmen of any such animals, for a violation of any ordinance relative thereto.
