Y lords, - I rise to ask your indulgence while I lay before you the reasons which induced me to place the motion on the paper which stands in my name. That motion is That a Select Committee be appointed to consider the best means of promoting the efficiency of this House.' In putting this motion on the paper, I have been desirous of bringing forward not an academical discussion, but a practical proposition. I am quite aware that the motion itself and the form of the motion are unusual, but I can hardly think that there is anything to be said against an unusual motion, in the days in which we live, when nothing is sure to happen but the unexpected.
