Powell, the only Negro on the City Council, was a nat ural candidate for the new Congressional district. He set out to get all three nominations - Democratic, Republican, and American Labor party. He succeeded and was elected without opposition in 1944. The Democrats were in power in Congress and were the majority party in Harlem, the La Guardia era was coming to an end in the normally Democratic city. Powell took his seat in Congress as a Democrat.
