It IS upon the whole manifest from these observations, mu tilated and imperfect as they are, that Revenues derived from public property and indirect taxes were considered as best adapted for the Political Economy, to which the Economy of the Greek Republics belongs. In how great a degree indirect taxes were detrimental to morality, a subject which has been often dwelt upon in modern days, the ancients were not aware and if these duties are moderate.
