A surplus or shortage of physicians, equally detrimental to the welface of patients in the final analysis, constitutes a major and unresolved issue of contemporary society. This publication emanated from a large group of individual country case studies analyzing the political context and the non-health systems variables which shape and constrain physician manpower and plans. From the case studies presented in this book, it seems no nation has satisfactorily resolved the problem. An attempt, therefore, has been made to address the neglect of political, economic and socio-cultural factors.
