There is included, also, as an appendix, a monograph from the Annals of the American Academy of P0 litical and Social Science, November, 1916. Its at tempted analysis of the relation of Government to foreign investment comprises some discussion of American diplomacy, - especially of the much misun derstood dollar diplomacy, to which allusion is made in the text.
