Originally published within the department for internal leadership training. Then it was used as a training book during 3-day leadership sessions taught around the country by Chief David Couper for the International Association of Chiefs of Police (IACP) in the 1980s and 90s. Today, the workbook continues to be one of the most important "how-to-do-it" texts on transforming a police organization and its style of leadership.
