The following Treatise was composed some years ago, and is published at this time in consequence of recent events having given a fresh interest to the subject which it discusses. But as the writer has seen no reason to alter the views he had long before adopted, he has printed the work nearly as it was originally written, with the exception of a few paragraphs which were recently added.
