A policy based upon Liberty means a demo cratic. Policy, for freedom and democracy are twin pr1n01ples. As a result Of the War these principles have been emphasized and reiterated after the War they will still need to stand out prominently above the rush Of events. The plain question to be decided will be whether those who fought for freedom, toiled for freedom, or in other ways supported the War for freedom, are prepared. In peace to apply the principle universally, alike in the sphere Of international relations and in the sphere Of political, social, and economic relations at home. TO do so would involve a revolution in our standards Of value; but unless Reconstruction aims at such a revolution, it is useless, or worse than useless.
Once we are clear that the goal is to make all men free rather than some men rich, to imake all nations free rather than some nations great, we have an end towards which our steps can be deliberately directed, to/ the confusion Of mili tarists, Chauvinists, and materialists, whose success in the past has been due to the lack Of a sufficiently coherent ideal and policy em bodying the principles Of justice and freedom.
