It concludes that local authorities are not responding to the possibilities for increased leisure resources as presented by cemetery land and, in addition, that the implementation of policies to protect cemeteries as valuable ecological and historical resources is reliant not on central legislation, but on decisions made by a profession not attuned to conservation.
