Good afternoon. I would like to welcome all of you here today on behalf of the Subcommittee on Oceanography, Gulf of Mexico and the Outer Continental Shelf. Today the Subcommittee meets to examine the Law of the Sea Treaty and the Deep Seabed Hard Mineral Resources Act. The Law of the Sea was opened for signature in 1982 and will enter into force on November 16 of this year.
