A committee of enquiry into the management of privately-owned blocks of flats chronicled a number of problems for tenants concerning the management of the blocks by landlords and managing agents. For example: excessive delays in repairs and maintenance; variable service charges; little tenant consultation; poorly drafted leases; and lack of knowledge of the landlord's identity. The Landlord and Tenant Act 1987 was based almost entirely on the Nugee Committee's proposals to remedy these deficiences. To assess the general awareness and potential impact of this new Act, the Department of the Environment commissioned this research study.
