Despite funding from the Scottish Office and other bodies to promote the Gaelic language, the census figures for 1991 showed a marked decline in the number of Gaelic speakers. Commissioned by the Scottish Office, this report provides evidence on minority languages in other countries, looking at what factors appear to cause their decline and what may be done to reverse this.;It reviews the impact of current initiatives in Scotland - in education, in television, the arts and in economic development - designed to halt the decline in Gaelic and to create the conditions for its healthy survival.
