These are the laws surrounding the human body, well-known to the residents of the city of Hume.
Mark and Sean Cross both believe the government-run hospital was motivated by these laws to let Sean's son die, choosing the profit of the boy's death over the profit of treating him.
Years later, saddled with the guilt of bringing his nephew to the hospital, Mark convinces his brother to help him form a network of disenchanted locals-doctors, ex-mobsters, smugglers, and nobodies-to try and get safe, sincere medical treatment to where it's needed.
They both think they've found the road to redemption. Yet neither sees the dark hell waiting for them on the road ahead.
