This book examines the role of the civil service in the period leading up to the resumption of Chinese sovereignty over Hong Kong in 1997. The authors suggest that without a comprehensive programme of administrative reform, the civil service could lose credibility by failing to adapt to changing conditions, and they question whether the Hong Kong civil service has the capacity to play a stabilizing role and to provide complex services within an increasingly hostile political environment.
