The 21st CIRET Conference was held in Somerset West near Cape Town about six months before the new constitutional elections were scheduled for South Africa. Because of this historically important event the conference participants were informed about the economic and political problems of the country by Servaas van der Berg and Hennie Kotzé from the University of Stellenbosch. Short versions of their papers are included in this volume as well as the address of Ockie Stuart, director of the Bureau for Economic Research at the University of Stellenbosch. As in previous CIRET Conferences, presentations of new research results included surveys on innovation, investment and consumption; forecasts based on survey data; and the use of surveys in econometric models. The conference closed with a plenary session on the provocative topic that the indicator approach is 'measurement without theory'.
