If it infringes on the independence and equality of states, even of the smallest, can its existence and action be justified? I suppose few will go so far as the learned Edinburgh professor, Lorimer, and declare that the equal ity of states and absolute independence 'may be safely said to have been repudiated by history as always by reason. On the contrary most of us will hold that some sufficient reason must be given for disregarding in any degree the old postulate that any state is entitled to have its independence and equality of rights respected by other states, however many or powerful. Is there any good ground for the policy of the European Concert? I think that question should be answered, under certain reservations, in the affirmative.
