It has been my purpose in the preparation of this work to present so much, and only so much, of the elements of law and of the science of government as is necessary to enable one, not a student of the law, to study intelligently the constitutional law of the United States and to understand and appreciate the serious duties and obligations of citizenship. To that end the subject has been presented in a somewhat meager outline, and many important matters have been omitted which are essential to a forma] study of the law, with which, as such, this book has nothing to do.
