The State is a form of political and legal organization of society and competent institutions in the formulation of public policy, supported by a legal framework, derived from the Constitution, and whose leading role is fundamental in the development of a Nation. In this context, it is necessary to reflect on the construction of the Ecuadorian constitutional state from the foundation of the constitutional rule of law, the social constitutional rule of law and the consecration of the rule of rights and justice, substantial changes in an ascending path towards justice, equality and social equity.
