Pollution flows are sometimes transported across national or state boundaries, and as a result, impose negative costs on one or more countries. This issue of transboundary pollution is a spacial case of externalities that involves conflict between countries. There is, however, a general scarcity of economics of literature on the subject because of its complex multidimensional nature. Taking into consideration that common solutions dealing with externalities within national boundaries are not feasible when pollution crosses sovereignty states, this book offers new solutions and economic tools to resolve transboundary pollution.
