In October 1993, three of Her Majesty's Inspectors from OFSTED went to Germany to look at developments in full-time general vocational courses in upper secondary schools, primarily for students aged 15 to 18 years. The purpose of the visit was to see in context a range of newly established full-time double qualification courses which combine vocational and academic studies at upper secondary level. The HMI team had in mind issues of relevance to the three qualification routes being developed in the UK for post 16 students, which are designed to meet the National Education and Training Targets. These routes consist of courses leading to: GCE A Level and AS; GNVQS; and NVQs. This report presents the findings.
