Projects, whether private or public, give meaning to our lives, projecting us towards a better future. A project, beyond the dream it contains, calls for the realization of the initial idea. But as the well-known adage goes, "Intention is not the same as action". It's therefore necessary to provide the human and material resources to bring a project to fruition, and to manage it in a way that's more or less complicated if you want to achieve your objectives. It has become necessary to manage every project properly. The purpose of project management is to meet challenges by organizing and planning all activities to ensure that project objectives (quality, costs, deadlines) are met, monitored, changes and risks anticipated, decisions made and communicated. Before the decentralization process, projects were designed and managed at central level by the State, or even designed externally by technical and financial partners, and then implemented at local level in an imposed manner, very often not adapted to priority local needs.
