It is evident, therefore, that, independent of the tax upon time and of personal liberty caused by an indiscriminate conscription of the national guard (the burden of which in a commercial country no figures can adequately represent), the provinces of France are drained to maintain, besides regular troops, an immense citizen army, supplying patronage and wealth to Paris; and thus, with hypertrophy at the heart, the ex tremities are paralyzed.
