Over expenditures of this kind are not new. They have occurred every year for several years. The present one is merely larger than those that have preceded it. The situation is aggravated, also, by the fact that it results from the deliberate and reckless incurring of debts for running expenses in the face of knowledge that there would be no revenue with which to pay them and that, therefore, a deficit was inevitable.
