An appeal for such conference was taken to President Wilson, who delayed his reply until af ter the armistice and then concurred with Dr. Gar field in refusing the request. In none of these negotiations was the subject of the justice of wage increases considered. The only point considered was the request for a conference, to go into the justice of such demand.
